I wish I could vote option 2 and 4. I chose 4 because it implies that it is not the new Diablo. I'll give you a couple of reason as to why it is not Diablo, seeing as you are actually seriously thinking that Hellgate might be Diablo 3.
Diablo 3's name would be Diablo 3, and not Hellgate London.
Hellgate takes place in the near future. Diablo is not Diablo without the medieval style.
Hellgate has guns, while Diablo might have rock-launching low force guns (God forbid), Hellgate has modern bullet-shooting guns.
There is no talk of prime evils etc.
These are four simple reasons as to gameplay.
And you can't forget that the publisher is Flagship Studios as opposed to Blizzard. Blizzard has copyrighted/trademarked the Diablo series, so it would be impossible for Flagship to release a Diablo game under a different name.

no, but flagship (the people making hellgate london) are also developing mythos www.mythos.com which DOES actually look and seem like Diablo...
Sorry, I disagree. In my opinion, Mythos looks even more like World of Warcraft. I can't say for sure though, I've never played Mythos and I have only played World of Warcraft for a week (the trial on the Blizzard site).

I'm astonished anyone is still discussing Hellgate being even slightly compared to the Diablo franchise. The hell theme is literally the only comparison I could possibly draw between the two. The only games I've found similar to DiabloII as far as gameplay are Mythos and Titan Quest. Unfortunately as of right now, neither are as good of quality as DiabloII was. Mythos is still in its beta stages so I have hope that it will pull through.
